E. Ray Yount, Jr.

Mr. E. Ray Yount serves as the President, Chief Financial Officer, and Treasurer of JB&A, INC. In this capacity he applies his extensive intelligence and resource management expertise to company-wide operations, coordinates staff support to the four JB&A groups, and oversees day-to-day financial operations.
Mr. Yount has over thirty-nine (39) years of leadership, supervisory, and management experience in intelligence operations, force modernization, futures requirements, and intelligence-unique resource management positions. In a career spanning the military and civil sectors, he has been responsible for direct, substantive, and significant contributions to current and future operations of the Intelligence Community. He has supported tactical commanders and national agencies in numerous command and staff positions. He was the first commander of the Army's National Ground Intelligence Center (NGIC). He played a pivotal role in modernization planning at the National Geospatial-Intelligence Agency (NGA) (then NIMA) from January 1998 through July 2003. He has solved complex intelligence operational and technical problems, to include assessing and articulating the problem, conceptualizing solutions, and delivering results. He is recognized as an expert in the DoD PPBE and DNI NIP/CPBS processes, providing substantive and tutorial support to numerous users.
Prior to joining JB&A, Mr. Yount served twenty-six (26) years in the United States Army. During that period he commanded numerous times, to include being selected as the first commander of the US Army National Ground Intelligence Center (NGIC), Charlottesville, VA, the Army's national, integrated, general military intelligence, and scientific and technical intelligence command providing support world-wide to warfighters, Secretary of the Army Title 10 missions, and the Defense Intelligence Agency (DIA). Active duty experience prior to that culminating assignment included:

- Numerous US Army company grade command and staff assignments in the US, Germany, and Southeast Asia
Active duty awards and decorations include the Defense Superior Service Medal, Legion of Merit with Oak Leaf Cluster, Meritorious Service Medal with Five Oak Leaf Clusters, Army Commendation Medal, Joint Meritorious Unit Award, Meritorious Unit Commendation, National Defense Service Medal (Two), Armed Forces Expeditionary Medal, Vietnam Service Medal, Army Service Ribbon, Overseas Service Ribbon (Five), Republic of Vietnam Campaign Medal, and Army Staff Identification Badge.
Mr. Yount joined JB&A in 1995 as an analyst supporting the Army Intelligence Master Plan (AIMP). He was subsequently promoted to Project Manager for the AIMP and served in that capacity until December 1997, providing in-depth consulting services concentrating on PPBE and NIP/CPBS support to Department of Defense and United States Intelligence Community activities. Mr. Yount led a team of senior professional intelligence operations and resource management experts who provided force structure and resource program analysis, and designed automated decision support systems to support analysis by individual analysts and senior leaders for strategic business planning.
Mr. Yount moved to the National Imagery and Mapping Agency (NIMA) (now NGA) in January 1998 as the first JB&A associate supporting that agency. He established a team of senior professional intelligence operations and resource management experts at NGA. He provided functional, technical, and analytical subject matter expertise to support NGA's and the Geospatial Intelligence Community's strategic planning, requirements, and architectures processes. He and his team were key contributors to the TPED Modernization Plan, Modernization Plan Update, TPED Programmatic Study, NGA's Transformation Roadmap, After Next 2018 Study, and other related studies that incorporated future customer requirements based upon the Community Imagery Needs Forecast (CINF). He led a multi-contractor team that provided Subject Matter Expert consultation and direct support for conceptualizing, implementing, and executing a cohesive Planning, Programming, Budgeting, and Execution System (PPBE) for NGA to integrate NGA's DoD, Joint Military Intelligence Program (JMIP), and National Intelligence Program (NIP) Capabilities Programming and Budgeting System (CPBS) resources. Mr. Yount personally designed the Imagery and Mapping Investment Strategy (IMIS), an automated decision support system. He was the key to the success of the rapid prototyping of IMIS to support the NGA staff at all levels from individual program and budget analysts through NGA senior leaders.
In July 2003 Mr. Yount transitioned to Vice President for Support to the Office of the Secretary of Defense, and served in that position until December 2005. Mr. Yount led, supervised and managed this JB&A Group, to include support to the Counterintelligence Field Activity (CIFA), the Office of the Deputy Undersecretary of Defense (Policy Support), the Defense Intelligence Agency (DIA), and the Department of Justice, Federal Bureau of Investigation, Foreign Terrorist Tracking Task Force (FTTTF). In this capacity he interfaced with customer management and technical personnel, solved complex administrative and managerial issues, and directed the completion of all tasks.
While serving as the NGA Group Vice President and subsequently the OSD Group Vice President, Mr. Yount concurrently assumed increasing responsibility for corporate Chief Financial Officer duties. In January 2006 he relinquished all Group Vice President functions and was elected to the position of Executive Vice President and Chief Financial Officer on a full-time basis. In May 2008 the JB&A Board of Directors elected him to his current position as President and Chief Financial Officer, effective July 1, 2008.
Mr. Yount earned a Bachelor of Science degree from Virginia Tech (1968) where he was a Distinguished Military Student/Distinguished Military Graduate in the Virginia Tech Corps of Cadets. In 1975 he graduated with honors from Purdue University with a Master of Science in Management (Finance). He is also a graduate of the US Army War College; Professional Military Comptrollership Course; Army Command & General Staff College; Military Comptrollership Course; Military Intelligence Officers' Advanced Course; Vietnamese Language Course; Military Assistance and Advisor Course; Military Intelligence Cryptologic Basic Course; and Infantry Officer Basic Course. He was Commandant's List, Honor Graduate, or Distinguished Graduate on six occasions.

Mr. Yount is married to the former Kathy Mulcahy. They are the parents of three adult children, Kendra (a high school Latin teacher), Eric (a National Park Service Park Ranger), and Jay (Intelligence Research Specialist, Drug Enforcement Administration).
