Scott Donnelly
Director of Human Resources
Scott is the Director of Human Resources for JB&A, Inc., a growing government contracting firm that provides services for the Department of Defense and other government agencies, primarily in the areas of Resource Management (Planning Programming, Budgeting, & Execution) and Force Modernization and Strategic Transformation. He is responsible for organization development, policies and programs covering employment, compensation, benefits, performance management, employee relations, recruiting and retention, compliance with all applicable federal, state, and local laws and corporate strategic planning.
Scott joined JB&A in May 2000 after serving 21 years in the US Army. Prior to assuming the position of Human Resources Director at the Corporate Headquarters in April 2005, Scott worked as a Manpower Analyst for JB&A’s Force Management Team, on-site at the US Army Intelligence and Security Command (USAINSCOM), Fort Belvoir, VA from May 2000 – April 2005. He served as the principal subject matter expert and lead consultant overseeing and conducting certification and assistance efforts associated with the USAINSCOM manpower management program by evaluating the organizational structures, missions, functions, and workload of USAINSCOM’s military, civilian, and contractor personnel. Scott also served as a Program Analyst in the G3, Force Design Division as the Desk Officer for five USAINSCOM major subordinate commands in the Army’s Central Documentation system for personnel authorization document development.
While in the Army, Scott served in positions of increasing responsibility in Colorado, Missouri, Korea, Japan, Hawaii, and The Northern Virginia area. In these positions he led teams that managed sensitive personnel security matters, civilian and military personnel requirements, and supported real-world intelligence missions. Scott was also engaged in providing, managing, and directing communications, automation, and visual information programs and later served as a member of a government team that oversaw an $18M contract for the Chief of Army Intelligence. Scott ended his Army career as the Senior Career Advisor at the US Army Human Resources Command where he led a large team that oversaw the assignment and professional development of over 18,000 US Army soldiers world-wide. Scott retired from active service in April 2000.
Scott earned a Bachelor of Science Degree in Business Management from the University of Maryland and a Master of Science Degree in Human Resource Management and Development from Chapman University. He is also a certified Senior Professional in Human Resources (SPHR) as recognized by the Human Resource Certification Institute. Over the course of his military career, Scott completed numerous specialty, management, development and advanced leadership courses.
Scott is a member of the Society of Human Resource Management (SHRM) and the Northern Virginia Society of Human Resource Management (NOVA SHRM). Scott currently serves on NOVA SHRM’s Board of Directors as the Chapter’s President Elect. He also serves as one of Northern Virginia’s representatives for Almost Home Dachshund Rescue (AHDR) and is a founding member of the Long Dog Dachshund Rescue (LDDR) organization. In his free time he enjoys playing golf and racquetball and hunting deer and turkey. Scott is married to the former Sue Yeun Ku of Seoul, Korea. They reside in Springfield, Virginia and are the proud parents of two daughters; Stephanie, a graduate of Radford University and Samantha, a graduate of James Madison University.
